New countries joining the EU social inclusion strategy
The EU social inclusion strategy was launched in 2000 by 15 EU countries - since then 12 new countries have joined the national reporting process.
New Member States

Candidate countries
Candidate countries generally prepare a "Joint Inclusion Memorandum" (JIM) as an exercise whereby the European Commission assists Candidate Countries to combat poverty and social exclusion and to modernise their systems of social protection as well as to help preparing their full participation in EU policies in the area.
The European Commission has also commissioned studies on social protection and social inclusion in a number of candidate countries to provide up-to-date and relevant analysis and information on the structure of the social protection system of each country, the extent and pattern of poverty and social exclusion and the envisaged plans (where appropriate) for reforms of pension and healthcare systems.
